Terms and Conditions for MENC 2026
21st Meeting of the Middle East-European Neurointerventional Club
§ 1 General Provisions
1. These Terms and Conditions define the conditions under which MENC 2026, the 21st Meeting of the Middle East-European Neurointerventional Club (hereinafter: MENC 2026), will be held, including the rights and obligations of participants, electronic services, and rules for obtaining grants for participation in MENC 2026.
2. The organizer of MENC 2026 is European Society for Minimally Invasive Neurologically Therapy EFMINT z siedzibą w c/o BernLex, Gurtengasse 6, Postfach 9215, 3001 Bern, Szwajcaria (EFMINT).

4. MENC 2026 is intended for medical professionals, i.e., individuals professionally involved in the medical field, who are not laypersons as defined by the Act of April 7, 2022, on medical devices. The event may present content or advertisements related to medical devices intended for use by non-lay users (professionals with relevant healthcare or medical education).
5. Participants in MENC 2026 must be adults with full legal capacity and a valid license to practice medicine in their country.
6. These Terms and Conditions will be available on the MENC 2026 website: https://mediamed-menc-2026.eventsair.site and at the MENC 2026 registration point.
7. Participants are required to read the Terms and Conditions before participating in MENC 2026.
8. MENC 2026 will be held in person from 17-20 June 2026, at the Golden Tulip Ana Tower Hotel, Sibiu, ROMANIA

10. The organizer reserves the right to make changes to the MENC 2026 program and commits to publishing current information on the website https://mediamed-menc-2026.eventsair.site.
§ 2 Registration, Participation, and Cancellation
1. Registration continues until the available spots for participants are filled.
2. Participation in MENC 2026 requires registration and payment of the participation fee within the deadline specified by the Organizer. It is also possible to receive a grant for participation in MENC 2026, as outlined in § 4 of these Terms and Conditions.
3. Registration is completed by filling out the electronic registration form available on the MENC 2026 website.
4. Participants must accurately and truthfully complete the registration form.
5. The Organizer is not responsible for damages resulting from incorrect data provided in the registration form. Participants must update their registration data.
6. Confirmation of Registration. Participants will receive an acknowledgement of their registration. Reservations will be finalized and confirmed only after having received the payment by Insight Events Ltd.
7. Cancellation Registration cancellations must be made in written form to andreea.tanase@mediamed.ro
a. Before April 30th, 2026: 80% refund (20% processing fee)
b. After April 30th, 2026: No refunds will be made after this date
8. Letter of Invitation. If you require a letter of invitation please notify the Conference Secretariat. Invitation is only to assist participants to obtain visa and does not imply any commitment of the Conference Administration to provide financial support.
9. Technical requirements for registration for MENC 2026:
a. an email account,
b. using a modern web browser with cookies enabled (such as the latest versions of Google Chrome, Mozilla Firefox, Opera, Safari, or Microsoft Edge).
10. Participants are prohibited from providing unlawful content.
§ 3 Participation Fee
1. Participation in MENC 2026 is subject to a fee, in accordance with the provisions of § 4 of these Terms and Conditions.
2. The participation fee for MENC 2026 is as follows:

3. Registration includes:
- Participation in all scientific sessions of the event
- Conference package (coffee breaks & working lunch as per program)
- Certificate of participation (by email)
- Accommodation in Golden Tulip Ana Tower Hotel Sibiu up to 2 nights
- Airport transfers
- Dinners as stated in program
Taking into consideration the special needs of professional education in Middle-East Europe, the European Foundation of Neurointervention is offering free registration together with reimbursement of travel costs for up to 40 physicians, on a first come first served basis.
Travel reimbursement shall not exceed a maximum of EUR 400 per person. (transportation costs will be reimbursed later)
4. The participation fee must be paid by traditional bank transfer to the account specified by the Organizer within 7 days of receiving the pro forma invoice. The date of receipt on the Organizer‘s bank account is decisive.
5. Registration confirmation is sent after the participation fee is paid.
6. The contract is concluded upon receipt of the registration confirmation by the participant.
7. Failure to pay the participation fee within the specified deadline entitles the Organizer to cancel the registration without any liability for damages.
8. The Organizer will issue a VAT invoice or a fiscal receipt to confirm the payment of the participation fee. The request for a VAT invoice must be made no later than during registration. VAT invoices will be sent electronically to the email address provided during registration.
9. Completing and submitting the registration form constitutes acceptance of the MENC 2026 Terms and Conditions. The registration form is an integral part of the contract between the parties.
§ 4 Obtaining a Grant for Participation
1. In line with its mission, considering the special professional training needs in Central and Eastern Europe, EFMINT offers free registration for MENC 2026 (grant) for up to 40 participants, along with reimbursement of travel costs. Travel cost reimbursement cannot exceed 400 EUR per person.
2. To qualify for a grant, applicants must be:
a. physician with a valid license to practice medicine in his/her relevant country
b. having radiology/ neuroradiology/neuroanaesthesiology/ neurointerventions as his/her principal professional activity.
c. apply for a grant by submitting a complete application, meeting all formal requirements specified by the Organizer in the Terms and Conditions, by the deadline.
3. To apply for a grant, applicants must submit their application by April 30th, 2026, as follows:
a) complete the electronic registration form on the website: https://mediamed-menc-2026.eventsair.site,
b) submit one or more abstracts to be presented during MENC 2026 (abstract requirements: 15-minute presentation in one of the following categories
- Endovascular treatment of unruptured cerebral aneurysm
- Neurointerventional treatment of acute ischemic stroke
- Morbidity and mortality in neurointerventional practice
- AVMs, DAVFs and Venous pathology
- Neurointerventional treatment of cerebral AVMs and DAVFs
c. The submition have to include their CV also.
4. The organizing committee, including the Chair of MENC 2026, representing EFMINT, will review applications and provide free registration and travel cost coverage for up to 40 individuals who meet the requirements specified in these Terms and Conditions, on a first-come, first-served basis.
5. Announcement of grant recipients will be made by the 10th of May via email to each participant.
6. The decision on grant allocation is final.
7. Individuals who do not meet any of the requirements specified in the Terms and Conditions, provide false information, or otherwise violate the Terms and Conditions, will be automatically disqualified from obtaining a grant.
8. The grant cannot be sold or transferred to another person.
9. Any appeals related to grant allocation should be directed to the Organizer at andreea.tanase@mediamed.ro with the subject: appeal.
10. The appeal must include:
- the sender‘s name and surname,
- correspondence address,
- the reason and subject of the appeal,
- justification for the appeal,
- the expectation/demand from the Organizers.
11. The subject of the appeal may be:
- the result of the eligibility verification for the grant;
- rejection of the application due to late submission,
- exclusion from the possibility of obtaining a grant.
12. Appeals will be processed no later than 14 days from the date of receipt.
13. The appellant will be notified of the appeal decision by registered letter no later than 14 days from the date of submission.
14. After exhausting the appeal process, the appellant has the right to pursue any unresolved claims in a common court.
§ 5 Rules of Participation in MENC 2026
1. The Organizer is responsible to the participant who is a consumer and to the participant who is a sole trader, concluding a contract directly related to their business activity, where it is evident from the content of this contract that it does not have a professional character for them, resulting in particular from the subject of the business activity performed by them, made available on the basis of the provisions on the Central Registration and Information on Business, on the principles defined by law, including the Consumer Rights Act, for the performance of the contract in accordance with the agreement.
2. MENC 2026 is a closed event, meaning that only individuals with a valid identifier issued by the Organizer can be present in the area rented for MENC 2026.
3. Participants of MENC 2026 are required to:
- Participate in MENC 2026 in accordance with applicable laws.
- Adhere to the behavioral rules in place at the Golden Tulip Ana Tower Hotel.
- Comply with health and safety and fire protection regulations in Romania.
- Follow the organizational and technical instructions and orders from the Organizer and security personnel.
- Not disrupt the proceedings of MENC 2026 or hinder other participants‘ involvement in MENC 2026.
- Display their identification badge in a visible place.
4. The participant of MENC 2026 is responsible for covering expenses other than those specified in this Regulation.
5. The participant of MENC 2026 bears full responsibility for any damages caused by themselves on the premises of Golden Tulip Ana Tower Hotel, as well as for activities contrary to applicable laws.
6. A participant who disrupts the course of MENC 2026, obstructs or prevents other participants from participating, or whose behavior endangers the life or health of individuals or property, may be expelled from MENC 2026. In cases foreseen by law, they may be handed over to the appropriate authorities.
7. The Organizer shall not be liable:
- for any activities undertaken by participants of MENC 2026,
- for damages caused due to transportation to and from MENC 2026,
- for the property and belongings of participants that are damaged, lost, stolen, or misplaced,
- for damages caused by force majeure.
8. It is prohibited to bring weapons, ammunition, explosives, or items whose use may endanger the safety of individuals present at MENC 2026.
9. It is prohibited to bring alcohol and intoxicating substances onto the premises of MENC 2026. Individuals under the influence of alcohol and/or intoxicating substances may be immediately removed from MENC 2026.
10. Materials provided on the MENC 2026 website (including logos, trademarks, texts, photos, videos) and their composition and structure, as well as the technical solution, are considered works under the Copyright and Related Rights Act of February 4, 1994, and are subject to legal protection under applicable laws.
11. In addition to other cases defined by applicable law, the Organizer may terminate the agreement with immediate effect, while retaining the right to payment for participation, in the event of: a. participant‘s delay in paying the participation fee; b. participant‘s breach of the provisions of the Regulation, agreement, or applicable laws.
12. Participants have the right to communicate with the Organizer via telephone and electronically (contact details are available on the MENC 2026 website).
13. The agreement concluded between the Parties remains in force until the conclusion of MENC 2026.
§ 6 Liability
1. The Organizer reserves the right to reschedule, cancel, shorten, or extend the duration of MENC 2026 if its execution becomes impossible or excessively difficult due to reasons not attributable to the Organizer. Force majeure events are considered such reasons.
2. Neither Party shall be liable for the non-performance of obligations arising from the agreement between the Parties due to the occurrence of force majeure events.
3. In the event described in clause 1, the Organizer shall inform registered participants of such changes through the MENC 2026 website and via email to the addresses provided by participants in the registration form.
4. Changing the date of MENC 2026 does not require the conclusion of any annexes with participants whose participation fee has been credited towards MENC 2026 held on the new date.
5. A participant may refuse to participate in MENC 2026 on the new date. The statement to this effect should be sent in writing by registered mail with acknowledgment of receipt to the Organizer‘s registered andreea.tanase address or electronically to the address: andreea.tanase@mediamed.ro . The statement must include the participant‘s bank account number for the refund of the participation fee.
6. Upon receipt of the statement as described in the preceding clause, the Organizer shall refund the participation fee paid by the participant within 14 days from the date of receiving the statement.
§ 7 Withdrawal from the Agreement
1. The provisions of this section apply exclusively to agreements in which the parties are entities indicated in § 5 para. 1 of the Regulations.
2. The participant referred to in para. 1, who has entered into an agreement, may withdraw from it without giving any reason by submitting a statement within 14 days from the date of conclusion of the agreement, subject to para. 6.
3. To exercise the right of withdrawal from the agreement, a clear statement must be submitted and sent to the Organizer‘s registered andreea.tanase address or electronically to the address: andreea.tanase@mediamed.ro .
4. The template for the withdrawal form from the Agreement constitutes Annex No. 1 to the Regulations.
5. The Organizer promptly confirms receipt of the statement of withdrawal from the Agreement in the form of the submitted statement.
6. The participant agrees to the performance by the Organizer before the expiry of the withdrawal period if the conclusion of the agreement (receipt of registration confirmation in MENC 2026) occurs so late that the opening of MENC 2026 is to take place before the expiry of the withdrawal period.
7. The right to withdraw from the Agreement does not apply to the participant if the Organizer has fulfilled the performance provided for in the Agreement.
8. The Organizer is obliged to refund to the participant all payments made by them immediately, no later than within 14 days from the date of receipt of the participant‘s statement of withdrawal from the agreement.
9. The Organizer refunds the participation fee using the same payment method that the participant used, unless the participant has agreed to a different refund method that does not incur additional costs for them.
10. If the statement of withdrawal from the agreement is delivered to the Organizer after the commencement of the services covered by the agreement, the Organizer retains the right to a fee for participation in MENC 2026 in an amount proportional to the scope of services provided until being informed of the withdrawal.
§ 8 Complaints
1. All complaints should be submitted in writing by registered mail with acknowledgment of receipt to the Organizer‘s registered andreea.tanase address or electronically to the address: andreea.tanase@mediamed.ro .
2. Each complaint should include:
- Participant‘s details and the email address used during registration;
- Detailed description of the problem.
3. Properly submitted complaints are processed within 14 days from the date of receipt by the Organizer.
4. The Organizer‘s response will be provided in the form in which the complaint was received, to the address (email or traditional mail) provided in the complaint.
5. Participants referred to in § 5 para. 1 of the Regulations may use out-of-court methods of complaint handling and enforcement of claims, including in particular before permanent consumer arbitration courts. To take advantage of the possibility of amicable dispute resolution concerning online purchases, including the purchase of services, the Consumer may submit their complaint, for example, via the European ODR platform, available at: http://ec.europa.eu/consumers/odr/ .
§ 9 Final Provisions
1. Matters not regulated by the provisions of the Regulations shall be governed by the provisions of the Civil Code and other applicable laws.
2. The law applicable to obligations arising from participation in MENC 2026 is Romanian law.
3. Any disputes arising from participation in MENC 2026 shall be endeavored to be resolved amicably.
4. In the event of failure to reach an agreement, each party has the right to appeal to the competent common court.
5. The Organizer reserves the right to amend the provisions of the Regulations.
6. The Regulations shall enter into force on 1.04.2026.
